To better address the needs and priorities concerning HIV/AIDS in Tajikistan and facilitate an effective response of the UN system, a UN Theme Group on HIV was created as a joint policy and strategic decision-making body for the country.
The UN Theme Group on HIV/AIDS, under the leadership of a Chair designated by the Resident Coordinator through a collegial process among UN Country Team members, has overall policy and programmatic guidance, both in terms of the operating procedures of the AIDS Team, and the content and implementation arrangements of its joint programme of support. Because the HIV/AIDS Theme Group is made up of the Heads of Agencies, it is in a position to determine the appropriate mechanisms for oversight and accountability of individual members of the AIDS Team, and provide rapid decision-making and resolution of disputes or other impediments to effective functioning. The HIV/AIDS Theme Group will also continue to provide advocacy and assist in mobilizing resources for a scaled-up response, in accordance with other existing roles and responsibilities.
The Theme Group created the Joint Team on AIDS, to promote even more coherent and effective UN action in support of an expanded national response to HIV. The Joint Team on AIDS reports to the Theme Group and the Resident Coordinator and contains all HIV focal points of UN agencies and meets at least every second month.
